When do you need Weight Pull Ups?
When your SWAT team leader asks you to deliver a flash bang into an area that is only accessible by climbing into a fenced in yard that you find out is covered by this flimsy overhang and you don't realize how rickety it is until your entire 280 lbs body (including body armor) is on top of it.  Luckily there was a tree branch I could spryly jump to and pull myself up and over.
I can name plenty of other reasons (not LE or military related) where they are useful as well!
